Texas Tech University is in compliance with Core Requirement #2.3.

The responsibility of the Board of Regents for appointing a system chief executive officer (Chancellor of the Texas Tech University System) is in Rules and Regulations of the Board of Regents, Chapter 01, Bylaws of the Board Rules, Section 01.01.1.c (http://www.depts.ttu.edu/oppol/) and is a part of the founding legislation of Texas Technological College (Senate Bill No. 103, 10 February, 1923).  

For most of the history of Texas Tech University the president was the CEO of the university (and after the Texas Tech University School of Medicine was created in 1969, of that institution, as well). In 1996 the Board of Regents created the position of chancellor, who is the “chief executive officer of the TTU System ([and] who . . . is the chief executive officer of all institutions the board governs) . . .”. (Board of Regents Rules, Chapter 01, Sec.01.01.1.c available in pdf form at http://www.depts.ttu.edu/oppol/) At the same time, the board modified the role of the presidents for Texas Tech University and Texas Tech University Health Sciences Center. Each president was to be the chief officer of the respective institution, but not the CEO (see Board of Regents Rules, Chapter 02, Administration, Sections 02.01 and 02.04.1 http://www.depts.ttu.edu/oppol/). 

In effect, the university has two heads. The chancellor is the official CEO of the TTU System and of its component institutions, including Texas Tech University. However, as is clear from the list of responsibilities that follows, some of the administrative responsibilities that would normally reside in the CEO have been delegated to the president of the university. The Office of the Vice Chancellor for Legal Affairs and General Counsel of Texas Tech University notes with respect to the authority of the president, “[p]er delegation of authority from the Chancellor, the presidents of the university and Health Sciences Center are authorized and do function as the chief executives of their respective institutions”. The President is designated by the Board of Regents as the Chief Officer of Texas Tech University.

The President is responsible for:

Appointing (subject to approval of the chancellor and Board of Regents) the provost, vice-presidents, vice-provosts, deans, athletic director, and head coaches of baseball, men’s and women’s basketball, and football.

The President:

  • Serves as the academic leader of the institution

  • Directs, administers, and coordinates all operations and programs of the institution

  • Establishes policies relating to students

  • Recommends budgets to the chancellor and board of regents and supervises expenditures

  • Manages the financial affairs of the university

  • Oversees development of university operating policies and procedures

  • Directs strategic planning

  • Insures that the university has adequate public and private funds to support its operations

  • Oversees the department of Intercollegiate Athletics

  • Assures compliance with accreditation standards 
     

The Chancellor is responsible for the following areas:

  • Private fund-raising for the system and its component institutions

  • Establishing financial policies

  • Management and administration of the system and its component institutions

  • Recommending appointments (vice-chancellors, presidents) to the Board of Regents

  • Preparing the operating budget for the system and component institutions

  • Government relations

  • Regional economic development

  • Community relations

  • Cultural Diversity

  • Facilities Planning and Construction

  • Legal Services

  • Government Relations

  • Institutional Advancement (fundraising, marketing, & development)

  • News and Information

  • Financial Services and oversight
