  Narrative:

Texas Tech University is in compliance with Federal Requirement 4.5.

The student complaint procedures for Texas Tech University are published in the Student Affairs Handbook (http://www.studentaffairs.ttu.edu/publications/student_handbook0405.pdf)

This policy covers general grievances.  Complaints regarding personal records; disciplinary action; employment; grades; violations of the Students With Disabilities Act; discrimination on the basis of race, religion, age, or national origin; sex discrimination; sexual harassment; and other matters are covered by specific policies, which are identified in the Student Grievance Procedure.

The Student Grievance Procedure suggests that attempts to resolve complaints should be addressed first to the Office of the Student Ombudsman for attempts at informal mediation. Should these efforts fail, the Student Grievance Procedure provides a formal process by which the grievance may be addressed. The Office of Student Ombudsman was created in June 2000. The Student Ombudsman does not maintain a record of complaints that are brought to the office.

The general student grievance policies were changed in the current (2004-2005) Student Affairs Handbook so that complaints are referred to the Student Mediation Center for resolution. In the past, such complaints were handled through the Center for Student Life. Therefore, the data that are provided regarding student complaints refer to cases handled by the Center for Student Life (See http://www.irim.ttu.edu/SACS/GrievancesReport.pdf).

Student grade appeal and sexual harassment policies are described in Texas Tech University operating policies 10.09: Sexual Harassment (http://www.depts.ttu.edu/opmanual/OP10.09.pdf) and 34.03: Student Grade Appeal (http://www.depts.ttu.edu/opmanual/OP34.03.pdf), both available as pdf files.
