Texas Tech University is in compliance with Comprehensive Standard #3.2.11.

The Board of Regents Rules Chapter 2, section 02.04.1.l specifically delegates to the president of Texas Tech University responsibility for administration and oversight of the operations of the Department of Athletics. 

The university’s Operating Policies and Procedures Manual delegates to the chief executive officer of the university (president) responsibility for compliance with NCAA and Big XII Conference rules, proper fiscal management, and providing information on recruiting rules to season ticket holders and athletic donors.

Oversight of intercollegiate athletics is vested in three areas: The president of the university, the board of regents, and the athletic council.

The Athletic Council is an advisory body that has no direct policy-making or enforcement power. The Athletic Council makes recommendations relating to enforcement of rules and regulations of athletic conferences and national organizations of which the university is a member. It may also make recommendations through the president regarding operation of the intercollegiate athletics program.  The athletic council is comprised of 11 voting members and six ex-officio members. Of the voting members, six are university faculty appointed by the president, three are community representatives appointed by the president, one represents the Texas Tech Alumni Association, and one is a student appointed by the Texas Tech Student Government Association. The ex-officio members of the Athletic Council are the Director of Intercollegiate Athletics, the faculty representative to the National Collegiate Athletic Association and the Big XII Athletic Conference, and the President's chief of staff.

A description of the duties of the President of the University is contained in Chapter 02 Administration, of the Board of Regents Rules (http://www.depts.ttu.edu/oppol/, a pdf file). Section 02.04.2.l describes the responsibility of the president to oversee the intercollegiate athletic programs of the university.

In the case of TTU, provide for the proper administration and oversight of the operations of the Department of Athletics, and ensure that the university’s intercollegiate athletic programs and activities adhere to the highest standards of integrity and the rules and requirements of the National Collegiate Athletic Association and the Big XII Conference.

 

Texas Tech University O. P. 10.05 defines the responsibility of the university to comply with NCAA and Big XII conference rules and guidelines regarding operation of intercollegiate athletics (http://www.depts.ttu.edu/opmanual/OP10.05.pdf).

The operating policy manual of the Department of Athletics is not on line. A print copy is available in the office of Dr. Judi Henry, Senior Associate Director of Athletics, South End of Jones SBC Stadium, #119. Additional copies of the manual are located in the office of the Director of Athletics and elsewhere in the Department of Athletics. 

Department of Athletics budgets and audit statements for the past several years are available in the Athletic Department offices south end of Jones SBC Stadium. University rules (O. P. 10.05) require an annual audit of the business office and the Red Raider Club (the university-affiliated athletics booster club).
