Texas Tech University is in compliance with Comprehensive Standard 3.2.12.

Texas Tech University Operating Policy and Procedures Manual 02.01 charges the Office of Institutional Advancement to solicit, coordinate, approve, and report all Texas Tech University fund raising from the private sector (http://www.depts.ttu.edu/opmanual/New.contents.links/02development.htm).

The Texas Tech Foundation Incorporated supports and promotes all colleges, schools, programs, and campuses of Texas Tech University and Texas Tech University Health Sciences Center. Operations of the Texas Tech Foundation are under the oversight of the vice chancellor for development, who reports to the chancellor. The Office of Institutional Advancement is under the direct oversight of the Office of Fiscal Affairs of Texas Tech University, which reports through the senior vice president for administration and finance to the president. 

The Regents Rules Chapter 06 (http://www.depts.ttu.edu/oppol/) specifically delegates to the chancellor and the vice chancellor for institutional advancement responsibility to establish and administer policies regarding acknowledgement of gifts to the system and its component institutions. However, the Regents Rules is mute with respect to policies and procedures for operation of the Office of Institutional Advancement.

The Texas Tech University Operating Policy and Procedure Manual, OP 02.01, discusses the relationship between the Office of Institutional Advancement (TTU) and the Texas Tech Foundation (TT System). This Operating Policy is reviewed by the Vice Chancellor for Institutional Advancement (System level), even though it is a university policy.

Chancellor Smith recently announced a new capital campaign for the university and the Health Sciences Center. This campaign, titled “Path to Pre-eminence, has a target of $480 million (Cory Chandler, Tech gears up for first leg of funding drive, Lubbock Avalanche-Journal, August 28, 2004. http://lubbockonline.com/stories/082804/loc_0828040052.shtml). That the chancellor announced the new fund drive reflects his control over fund raising efforts for the TTU system and its component parts.
