Texas Tech
University is a state related institution and the members of the Board of
Regents are appointed by the state governor, subject to the approval of the
state senate. (See Texas Education Code, 109.21 at
http://www.capitol.state.tx.us/statutes/docs/ED/content/htm/ed.003.00.000109.00.htm).
Regents are expected to operate independently of
political, religious and other external influence. The

Education Code, Section 51.352. Responsibility of Governing Boards. Notes in
Item #1 that the governing board of an institution of higher education in
Texas “is expected to preserve institutional independence and to defend its
right to manage its own affairs through its chosen administrators and

The university has no specific policy regarding
a role for regents to protect the institution from outside influences. However, there is
no reason to doubt that they would comply with the law and support the
chancellor and president in the event that undue external influence were
brought to bear on the university. |
